We are gathering for an important event – the opening of the small arena of the Dolon Omurzakov Stadium as part of the youth forum "Kyyalymdagy Kyrgyzstan".
You, the youth, must become a support in the fight against such negative phenomena as corruption and theft. It is time to raise a generation that will love their Motherland as much as their parents!
Two years ago, I raised the issue of creating new jobs and affordable housing as the main problems facing the youth of Kyrgyzstan. We are actively working on their resolution. Last year, in honor of the centenary of the Kara-Kyrgyz Autonomous Region, more than a hundred new enterprises were opened.This year, we have also launched over a hundred new productions, which has allowed us to create thousands of jobs. This process will continue.
As for affordable housing, in the past two years, about 5,000 apartments have been issued under mortgage programs. Thousands of citizens who have been renting for a long time are now receiving their own apartments.
Providing housing for the youth is not just a social measure but an important state policy aimed at strengthening stability in families and confidence in the future. Therefore, the State Mortgage Company is implementing the construction of apartment buildings, where there will be more than 70,000 apartments across the country.
This is a program without analogs in the history of Kyrgyzstan!
Our goal is to ensure that every citizen of Kyrgyzstan lives with dignity, in their own home, on their own land.Dear friends!
At the previous forum, we discussed the importance of achieving the country's energy independence. The energy deficit is a result of ineffective management in the past.
Although we are commissioning new small hydropower plants and modernizing large ones every year, we still lack electricity to meet our needs.
Considering the construction of hundreds of social facilities and large productions, the energy sector does not always keep pace with the pace of development.
However, in the next two to three years, we intend to completely eliminate the electricity deficit and move towards export. Major projects in this area will soon be implemented.We are not limited to just hydropower; we are actively developing alternative sources such as solar and wind energy.
Dear young men and women!
My dream is to build a prosperous and independent Kyrgyzstan, where the people live in abundance, and the younger generation proudly carries the honor of their country!
But this is not just my dream; it should become a common goal for the entire nation, especially for the youth! You must understand that to realize this dream, you need energy, ambition, and spirit. I believe that you will make a significant contribution to the development of Kyrgyzstan!
With this hope, I urge you to pay attention to several key areas.
The first is education. This is a primary task, and you should not lose sight of it.
Today, we strive to reform the educational system of the country so that the youth can compete at the global level. Special attention is given to supporting scientific research in universities, and the requirements for them are being tightened.
You know that since 2022, under the "El ümütü" project, we support master's students studying at the best universities in the world. Currently, 55 students are receiving education in 38 universities that are among the top 100 in the world, such as Oxford, Cambridge, and Harvard, funded by the Presidential Fund. The state has allocated about 265 million soms for this. These are investments in the future of Kyrgyzstan.
The "El ümütü" project is already yielding results. Seven of its graduates work in science, education, and public service, while another 12 have found employment in international companies, bringing fame to Kyrgyzstan.
Additionally, 22 students sent in 2021 to the Shchepkin Theater School in Moscow successfully completed their studies and returned home, where they were employed at the Osh National Drama Theater and received housing.
Supporting the innovative potential of youth and integrating entrepreneurial skills into education have become priorities of state policy in science and education. The Cabinet of Ministers supports innovative projects and youth startups. The results are impressive. Startup competitions among universities have shown that we have hardworking and talented young people with innovative solutions that can be applied not only in education but also in other fields.
At the forum, an initiative was proposed to create a youth association. According to the Cabinet of Ministers' resolution, the "Youth Movement of Kyrgyzstan" has been established and has already begun its activities. Statistics show that young people make up 35% of the country's population. This is our hope and strength! If the youth unite, they will become the locomotive of Kyrgyzstan's development. I urge all leaders to support this movement and develop its representation in all regions of the country.Secondly, it is necessary to strengthen national unity. On December 18, 2024, the concept "Uluu Dem – Dүйнөлүк бийиктик" was adopted. This document defines the direction of the development of our language, culture, and unity as a nation.
In the context of globalization, the youth should not forget their roots and moral values. We must be mindful of our behavior and actions in society and the virtual space. The energy of youth, their patriotism, and unity play a huge role in this.
Thirdly, we should talk about the "jump of the bars" in Kyrgyzstan's economy. We have adopted a National Development Program until 2030 with ambitious goals: to industrialize the country, produce competitive products for export, and develop logistics between China, the EAEU, and Central Asia. In addition, we emphasize the development of agriculture, tourism, and green energy.
As part of this program, we plan to increase the GDP volume to $30 billion by 2030 and bring Kyrgyzstan into the top 30 leading countries in the world. I am confident that with your help — active and educated youth — we will achieve these goals.The fourth direction is ecology and a careful attitude towards the environment.
The youth must realize that we cannot live only in the virtual world. We are part of nature, and if we do not treat it carefully, the consequences can be catastrophic. We are already seeing how water resources are diminishing. The economical use of water and energy resources, protecting nature, and passing on a clean environment to future generations should become your priorities.
Dear youth!
Considering that the forum is taking place on the eve of the elections for the deputies of the Jogorku Kenesh, I want to emphasize several important points. We all remember that previous political crises and rallies occurred precisely because of elections. Unfair elections and vote-buying were the norm.
Now that is in the past! We have equipped all polling stations with electronic counting devices, and everyone can vote only once. We are closely monitoring vote-buying and abuses. The state has created all conditions to protect the rights of voters. Now it is important for you, the voters, to act honestly and not sell your votes.
Unfortunately, we are witnessing a decline in youth activity in elections. On November 30, a new composition of the Jogorku Kenesh will be elected. Participation in elections is your civic duty! I am confident that this time the youth will make the right choice for the future of the country and send honest deputies to parliament. I believe that you will go down in history as the generation that determined its fate for the next five years!Dear forum participants! The opening of this building, where the forum is taking place, is an important event. The small arena named after Dolon Omurzakov, with a capacity of 5,000 seats, has been built to international standards and will serve as a multifunctional venue for sports events and cultural activities.

From this day on, the arena will become the center of sports and cultural life in the capital. But most importantly, this facility has been created for you, the youth! You are the true owners of this arena!
