A separate set of aviation rules is being prepared for drone flights in Kyrgyzstan

The State Agency for Civil Aviation has published a draft order for the approval of new aviation rules for unmanned aerial vehicles in the Kyrgyz Republic, known as "APKR-6. Part IV. Operation of Aircraft."

According to the draft, the document will be available in the state and official languages. After its adoption, it will be submitted to the Ministry of Justice for registration in the State Register of Regulatory Legal Acts and published in the newspaper "Erkin Too." It is expected to come into force seven days after its official publication.

Main Regulatory Elements

According to the justification, the purpose of developing APKR-6 (Part IV) is to create norms that will define the process of regulation and application of drones in civil aviation.

The proposed rules will apply to UAV owners operating flights in the airspace and territory of Kyrgyzstan, as well as foreign citizens who have temporarily imported drones.

Among the main norms proposed in the document, the following can be highlighted:The development of the legal framework for UAVs is being carried out within the framework of an interdepartmental working group established by the presidential decree of May 11, 2022.

The authors of the project assure that the adoption of this order will not require changes to other regulatory acts, will not incur additional costs from the national budget, and, in their opinion, will not lead to negative social, economic, or legal consequences.
