On October 17, 2014, a ceremonial event was held at the “Manas” airport dedicated to the 17th anniversary of the establishment of the State Enterprise “Aeronavigation” under the Ministry of Transport and Communications of the Kyrgyz Republic, which was established in accordance with the Resolution of the Government of the Kyrgyz Republic on October 18, 1997. To congratulate the aeronautical navigators on their professional holiday, the Deputy Minister of Transport and Communications of the Kyrgyz Republic, Ernst Mamyrkanov, who oversees aviation issues in the department, arrived. He also familiarized himself with the state of the aeronautical navigation equipment at this enterprise.
As is known, the State Enterprise “Aeronavigation” under the Ministry of Transport and Communications of the Kyrgyz Republic employs more than 650 people and has branches in Bishkek and Osh, as well as a department in Issyk-Kul. The main purpose of this enterprise is to ensure flight safety in the Kyrgyz Republic.
At the ceremonial event, a congratulatory message from the Minister of Transport and Communications of the Kyrgyz Republic, K. Sultanov, was read by the Deputy Minister Ernst Mamyrkanov (the text is provided below), and distinguished employees of the state enterprise were awarded Honorary Certificates from the Ministry of Transport and Communications of the Kyrgyz Republic. On behalf of the enterprise, employees of the State Enterprise “Aeronavigation” were also awarded certificates and monetary rewards by the head of the enterprise, Ulukbek Rahmanov. This day was also marked by the announcement of the results of a competition for the study of the Kyrgyz language. Those who actively participated were also recognized with certificates and monetary prizes.

Dear employees of the State Enterprise “Kyrgyz Aeronavigation”!
I congratulate you on the 17th anniversary of the establishment of your enterprise.
Aeronavigation is one of the main components of civil aviation in the Kyrgyz Republic. Ways to enhance the efficiency of the aviation transport system involve improving the organization and management of air traffic. In light of these requirements, the Resolution of the Government of the Kyrgyz Republic dated October 10, 1997, No. 610 “On the Delimitation of Functions of State Regulation and Economic Activity in Civil Aviation of the Kyrgyz Republic” established the State Enterprise “Kyrgyz Aeronavigation” to ensure control over airspace and the servicing of air traffic.
Managing air traffic and ensuring aviation safety requires specialists not only to have high skill but also to bear great responsibility. It is up to you to choose the optimal conditions for interaction with aircraft and objects of the air traffic management system. This sets high standards for the quality of navigation and timing support for aircraft—the main objects of the country's aviation transport system.
The State Enterprise demonstrates stable performance in its activities. While revenues for 2013 increased by 7 percent, by the end of the first nine months of 2014, they increased by 20.8 percent, amounting to almost 390.0 million soms. The volume of aircraft servicing also grew by nearly 9.0 percent in quantitative terms, and scheduled flights increased by 20.0 percent.
In the future, the Ministry will assist in allocating funds for the priority needs of the enterprise as provided by the Resolution of the Government of the Kyrgyz Republic dated April 28, 2009, No. 265 for the renewal of aeronautical navigation equipment.
During these festive days, I would like to sincerely thank the entire team of your enterprise for the work that is being carried out professionally and ensures effective management of air traffic organization. Your daily labor contributes to the development of domestic civil aviation, the quality satisfaction of the aeronautical needs of users of the country's airspace, and the enhancement of flight safety over the skies of Kyrgyzstan.

These are highly professional experts in their field, such as service veterans, Atakuev Tagir Majirovich – head of the Bishkek Air Traffic Organization Center, Kutsiev Alexander Viktorovich – flight supervisor, and Korolenko Sergey Ivanovich – senior dispatcher.
One of the main services of the enterprise is the radio-technical support for the activities of the dispatchers. This service provides continuous information for regulating air traffic. It employs high-class specialists such as Latyshev Viktor Fedoseevich – head of the repair and operation department for radar navigation and communication means, Khipko Alexander Alekseevich – leading engineer for radar equipment, and Karimov Alisher - head of the radio-technical support center of the Osh branch.
Another fundamental component of the enterprise is the meteorological service, which provides constant weather information. In this field, it is necessary to highlight such advanced workers as Belukha Olga Vasilievna - meteorologist engineer, Orozbaeva Tamara Anvarovna – head of the meteorological support department, and Kalinichenko Elena Valentinovna – technician-meteorologist.
