The Cabinet proposes to approve unified rules for calculating waste collection tariffs

The Cabinet has proposed to approve a new procedure for calculating tariffs for the collection and disposal of municipal waste, which will include a fee for waste placement. This project aims to create a unified and transparent mechanism for tariff formation in the field of waste management, which meets the requirements of the updated Law "On Production and Consumption Waste."

The project envisions the introduction of a unified regulatory framework that will be applied throughout the country to enhance the economic justification and transparency of tariffs. This is intended to prevent unjustified price increases, improve the accessibility of public services, and create conditions for the stable operation of waste collection and disposal enterprises.

As stated in the explanatory note, tariffs are currently calculated based on a methodology approved in 2017, which has led to significant discrepancies in tariffs between regions, reduced transparency, and difficulties in state control. The new version of the law, adopted in 2023, provides for the creation of subordinate legislation that will be approved by the Cabinet, including the procedure for calculating tariffs.

Despite this, issues related to the collection, disposal, and recycling of household waste remain under the jurisdiction of local authorities. The developers believe that the lack of a unified approach reduces the efficiency of industry management, causes social tension, and slows down the modernization of public infrastructure and the implementation of modern recycling technologies.

The document allows for the application of differentiated tariffs depending on the category of consumers (individuals or legal entities), types of territories, as well as the volumes and types of waste. This will enable consideration of the socio-economic characteristics of regions and local self-government bodies. A mechanism for revising tariffs is also provided in case of changes in waste generation norms, cost structures, or external economic conditions.

According to the developers, the implementation of the new procedure will create a foundation for a long-term and balanced tariff policy, ensure uniformity of tariffs across the country, fair distribution of financial burdens, and stimulate the adoption of environmentally safe and resource-saving technologies. It is expected that this will also attract investments in waste recycling infrastructure and reduce the volume of waste disposal.

The explanatory note emphasizes that the adoption of the resolution will not lead to negative social, economic, legal, or corruption-related consequences.
