The Cabinet of Ministers is developing a set of measures to improve the educational system in Kyrgyzstan as part of the National Development Program until 2030.

Among the planned initiatives are increasing the coverage of preschool education for children aged 3-5 to 80% and school education for children aged 6-17 to 98.8%. All educational institutions in the country must be equipped with ramps for children with disabilities.

In primary school, it is planned that 40% of students will demonstrate achievements at the basic level and above in mathematics, while 55% will do so in reading. The goal is to raise the average score of the Unified Republican Testing (ORT) to 130, with more than 70% of graduates successfully passing the threshold score.

The program also includes increasing the number of educational institutions with access to high-speed internet and using digital platforms to 98%, and the number of teachers with educational laptops to 85%.

Additionally, there are plans to increase spending on scientific research to 0.5-1% of the gross domestic product.

According to data from 2025, about 67% of Kyrgyzstan's graduates successfully passed the ORT, and the average test score was approximately 127.
