She added that the entrepreneur had repeatedly contacted her and shared his situation on his social media pages.

In this regard, Amanova called for the adoption of a protocol instruction for the relevant state authorities to consider the issue.

He also added that such meetings would serve as a platform for open dialogue, where entrepreneurs' opinions and existing problems could be discussed.

“Honest business should operate without obstacles. The task of law enforcement agencies is to protect the economy from interference, not to create obstacles. If you are pressured, we are ready to support you. The main thing is to conduct business openly and honestly,” noted the Chairman of the State National Security Committee J. Shabdanbekov.

During the meeting, entrepreneurs expressed their proposals and thanked the State National Security Committee for the open dialogue, emphasizing the importance of transparency in inspections. They also called for active information regarding changes in legislation.

Shabdanbekov added that all cases of illegal actions by officials or administrative barriers against entrepreneurs would be addressed according to the law.

He also warned that if individuals engaged in illegal activities were identified, they would face legal consequences.

At the end of the meeting, the Chairman of the State National Security Committee stated: “Only in an atmosphere of mutual respect and partnership between the state and business can sustainable economic development be achieved,” urging entrepreneurs to engage in honest activities.

State Institution "Salyk Service": "Kyrgyzneftegaz" exported 262 thousand tons of oil through companies linked to the Tashiev family

The State Institution "Salyk Service," the operator of the information systems of the Tax Service, published a video report titled "Oil for Themselves: How Kyrgyzneftegaz was Ruined."

Senior PR specialist of "Salyk Service" Anarbek Kataganov reported in the video about the discovery of a scheme for exporting oil extracted by "Kyrgyzneftegaz" through intermediary companies linked to relatives of the former Chairman of the State National Security Committee Kamchybek Tashiev.

According to Kataganov, from 2021 to 2025, 262 thousand tons of oil were exported from the state system, amounting to 7.6 billion soms.

“Kyrgyzneftegaz” extracts 180 thousand tons of oil annually. The company has its own oil refinery "Kyrgyz Petroleum Company" [“KPC”], whose director is Baigazy Matisakov, a nephew of Kamchybek Tashiev.

According to the data presented, over five years "Kyrgyzneftegaz" extracted 879 thousand tons of oil, of which, after technological losses of 29 thousand tons, 850 thousand tons remained for processing.

“Kyrgyzneftegaz” sold 30% of its oil, which amounts to 262 thousand tons, to private companies, which then supplied it to the "Kyrgyzneftegaz" plant for processing.

“The violation lies in the fact that if the state company had supplied raw materials for processing directly without intermediaries, it would have received all the profits itself,” explains Kataganov.

He provided examples of companies that purchased state oil:


“Over five years, 262.4 thousand tons of oil were sold for 7.6 billion soms. If 'Kyrgyzneftegaz' had released the raw materials to its subsidiary, it would have earned 12 thousand soms per ton. Thus, over 5 years, the company lost 3.1 billion soms, which were divided among companies affiliated with this family,” he explained.

Kataganov also added that “Kyrgyzneftegaz” sold 60% of its production to investors for joint development. These investors, according to him, sold their share of raw materials to companies linked to the Tashiev family.

According to his data, production losses in oil extraction should not exceed 1%. Therefore, with an extraction volume of 879 thousand tons, losses would amount to only 9 thousand tons. The remaining 20 thousand tons, he said, are worth 560 million soms.

The video also discussed the sale of petroleum products obtained from raw materials extracted by "Kyrgyzneftegaz."


He emphasized that affiliated firms earned profits not only from crude oil but also from petroleum products.

• by June 20;

• by September 20;

• by December 20.

According to tax legislation, the Tax Service calculates and assesses the tax on real estate, and taxpayers are obliged to pay it within the established deadlines.

Information on assessed taxes will be available in the Taxpayer's Cabinet on the website cabinet.salyk.kg.

The State Tax Service indicated that the accuracy of tax assessment depends on the relevance of data in the information systems of state authorities.

The Tax Service recommends that taxpayers verify the data indicated in the title documents with the data of the State Institution "Cadastre."

Also, owners of taxable properties should check the correctness of tax assessment on:

• non-residential buildings, premises, and structures;

• lands of populated areas;

• lands of non-agricultural designation.

If errors in assessment are found, one should contact the State Institution "Cadastre" and the territorial departments of the State Tax Service at the location of the property for clarification.
