According to this draft law, the provisions of parts 4 and 5 of Article 12 of the constitutional Law "On the National Bank of the KR," concerning the distribution of profits and the formation of reserves, are temporarily suspended and will not apply to the reporting for the year 2025. The transfer of funds to the budget will be carried out after the annual financial statements are confirmed by an independent external audit.
The draft also proposes to repeal the law of February 5, 2025, No. 34, which previously defined a similar procedure.
The justification for the document emphasizes that this initiative is aimed at increasing the revenues of the republican budget to finance socially important expenditures. The draft law is proposed to be considered urgently and immediately in three readings, which is possible in accordance with the norms of the Regulations of the Jogorku Kenesh for laws concerning economic stability.
At the same time, the draft will not require additional budget expenditures and will not necessitate changes to other regulatory legal acts.
