According to the report, in 2025, actual revenues from customs payments amounted to 157.4 billion soms, which is 5.8 billion soms higher than the adjusted forecast of the Ministry of Finance.
The Chairman of the Cabinet of Ministers, Adylbek Kasymaliev, emphasized that the revenues of the customs service have increased almost sixfold over the past few years: in 2020, collections amounted to only 28 billion soms, while in 2025 this figure reached 157.4 billion. He noted that the implementation of the national digital platform "Smart Bazy" played a key role in this success.

Customs revenues account for more than 25% of the republican budget's income, while the workload on each employee has significantly increased in recent years.
In 2021, 113,000 declarations were processed, while in 2025 this figure rose to 873,000. This growth was achieved without increasing the number of employees, thanks to the automation of processes and a reduction in the influence of the human factor. Furthermore, the implementation of analytical methods and a risk management system in the law enforcement block of the administration has improved the effectiveness of detecting violations of customs legislation.

In 2025, 9,792 violations and crimes in the field of customs legislation were detected in law enforcement activities, which brought additional revenue to the budget of more than 1.566 billion soms, almost double that of the previous year.
Additionally, record results were achieved in the fight against drug trafficking: more than 830 kilograms of narcotic substances and over 22 tons of precursors were seized and destroyed.
As part of the digitalization efforts, in 2025, the State Customs Service implemented large-scale measures: the number of steps required for business procedures was reduced from 18 to 9, and the time for customs control was reduced from 5 hours to 1 hour, and in some checkpoints to just a few dozen minutes. The throughput of checkpoints increased threefold without an increase in the number of employees.

A "Customs Transit" module was also implemented, which enhanced the security and transparency of cargo delivery. Since October 2025, nearly 2 billion soms in payments have been processed through the online payment system via QR code.
The State Customs Service has been tasked with ensuring the fulfillment of the customs payment plan for 2026, amounting to 142.6 billion soms.
