Gulsharqan Kultaeva, a deputy of the Jogorku Kenesh, has proposed the need to introduce quotas for students so that they can undergo internships and practical training in various institutions.

In her opinion, despite existing government programs, young people still face a lack of funding for startups, as well as limited access to interest-free loans and grants.

"Government support for youth entrepreneurship needs to be more active. This area requires further economic development. The relevant agency should take responsibility for identifying the real needs of the labor market," Kultaeva noted.

She also emphasized the need to analyze current labor market requirements and suggested implementing quotas for students for internships and practical training in various organizations.

Kemel Sadykov, Deputy Minister of Science, Higher Education, and Innovations, reported that one of the priority tasks of the agency is preparing youth for the demands of the future labor market.

He noted that various initiatives are currently being implemented, but they are insufficient. In 2026, the opening of technoparks in universities and the signing of agreements with companies to organize practical training and internships for students are planned.

According to Kultaeva, it is important to create a mechanism for allocating quotas, as employers often refuse young people, citing a lack of available positions.
