















At the III People's Kurultai, delegates presented pressing regional issues related to social matters and sought assistance in resolving them. As a result, key directions were identified: regional development, improvement of educational and medical systems, combating corruption, and activation of construction projects.

Although the importance of a strategic approach was emphasized at the Kurultai, most discussions focused on social issues. These appeals have been incorporated into the work plans of the relevant ministries, and a number of specific activities will be implemented in 2025.

Infrastructure and Access to Clean Water
According to the government as of August 31, 2025, work to provide the population with clean drinking water is underway in 85 villages, and by the end of the year, water supply to another 60 settlements is planned to be completed.During the III People's Kurultai, the Ministry of Water Resources, Agriculture, and Processing Industry received 652 appeals, of which 60% concerned irrigation, and 23% related to providing clean drinking water.
For example, in the village of Ak-Suu in the Leilek district, a water pipeline of 1200 meters was installed with an allocation of 1.8 million soms from the village council budget. In the Nookat district, wells have been drilled for the villages of Jiyde, Karanay, and Sarykandy, providing access to drinking water for 16,884 residents.

Transport and Roads
The Ministry of Transport and Communications reported that in 2024, 802 km of roads were asphalted, and this year this figure is expected to exceed 1200 km, including roads mentioned in the appeals of the Kurultai delegates.In particular, the asphalt paving of 8 km of the road from Jangy-Aryk to Kyzyl-Suu has been completed, as well as the laying of the first layer of asphalt on the Bishkek-Kant-Tokmok highway. In the village of Ak-Tuz in the Chui region, internal streets have also been repaired and asphalted. Following the III Kurultai, 215 appeals were received by the ministry, and work on them is actively ongoing.

Energy Projects and Small Hydropower Plants
Projects for the reconstruction of large and construction of small hydropower plants aimed at improving energy supply are actively being implemented in the country.Currently, there are 43 small hydropower plants operating with a total capacity of 153.91 MW and solar stations with a capacity of 1.95 MW in the Chui region. By the end of 2025, the launch of another 13 small hydropower plants is planned.
Thus, in response to an appeal from a delegate from the village of Taldy-Suu in the At-Bashinsky district at the II Kurultai, the construction of the 35/10 kV substation "Taldy-Suu" is nearing completion, which will provide electricity to the residents of the rural districts of Ozgorush, Taldy-Suu, 1-May, and adjacent settlements. In total, the Ministry of Energy received 42 appeals.

Social Issues
The majority of appeals at the Kurultai concerned social problems — the lack of schools, kindergartens, and social facilities.As of August 2025, the construction and major repairs of 115 social facilities have been completed, including 63 schools and 19 kindergartens. By the end of the year, the opening of about 100 more such facilities is expected.

In the village of Kandava (Myza-Ake rural district, Uzgen district), the construction of a school for 225 students named after B. Mongolov has begun, with the current readiness at 40%. In the Osh region, in the village of Ozgur, a kindergarten is being built at the initiative of the Kurultai delegates.

Overall, most of the issues raised at the III People's Kurultai have been included in the work plans of the relevant ministries and agencies and are being gradually implemented. The results of these measures are already noticeable in the daily lives of citizens, contributing to the development of regions.

This confirms the effectiveness of the dialogue between the state and citizens. The Kurultai institution is becoming an important mechanism for strengthening civil society and making decisions based on the people's opinion. ```
