The city mayor's commission in Osh came to inspect the private kindergarten "Aikosha." They were refused entry, and a dispute ensued.

In Osh, at the private kindergarten "Aikosha," an incident occurred during which city hall employees were forced to halt their inspection and leave the institution. Commission members, who came for a scheduled check, faced refusal of entry and insults from the kindergarten staff. This was reported by Farida Arzykulova, the leading specialist in the social development department of the city hall.

According to her, raids are currently taking place in the city aimed at inspecting all kindergartens—both private and public. The commission evaluates a number of aspects, including sanitary conditions, fire safety, food quality, and educational processes.

The specialists arrived at "Aikosha" on November 17 at 9 AM, but they were unable to enter the institution for more than half an hour. The management was not present, and the deputy director named Damira, who they managed to contact, was also delayed.

When the inspection finally began, one of the attendees, a man named Bakyt, started to threaten and insult the commission, demanding that they leave the premises immediately. Arzykulova noted that when she answered the call, she herself witnessed the insults. Despite attempts to explain that the inspection was planned and not aimed at closing the kindergarten, no dialogue could be established, and the commission was forced to leave.

Despite the situation, the inspectors managed to document several violations:

- The kindergarten has four groups, but each group is supervised by only one teacher and one nanny.
- Parents are prohibited from entering the premises, depriving them of the opportunity to see the conditions in which their children are.
- The sleeping rooms lack adequate lighting and ventilation, and the windows are covered with metal grilles.
- Fire safety requirements are violated, and bedding is not changed.
- The metal stairs are in an emergency state and lack protective coverings.
- The building is a converted private house, which does not meet the standards for kindergartens.
- A veterinary inspection revealed that food was stored on the floor, rather than in appropriate conditions.
- There are no documents for meat, milk, and eggs.
- There are no gazebos in the area designated for four groups.

Commission members clarified that Bakyt, who insulted them, was introduced as a "GKNB employee," although it later turned out that he is a relative of the director. Arzykulova added that they introduced themselves as a city hall commission, but he continued to threaten them, including making statements about the president, saying: "Complain wherever you want." As a result, the commission intends to recommend closing the kindergarten, with the final decision to be made by the management.

If the kindergarten is closed, the children will be distributed to public institutions—the city hall is ready to provide places.

The director of "Aikosha," Aiganysh Töröeva, stated that she plans to file a complaint with the GKNB against the inspectors themselves, claiming that they behaved rudely and exceeded their authority. She noted that the commission humiliated the kindergarten staff, demanding in interviews that they say "everything is bad." The director also explained that the building is a private residential house temporarily used as a kindergarten, and that no repairs were made this year due to planned demolition as part of road expansion. "We have been working here for 10 years. The Ministry of Emergency Situations provided us with fire extinguishers, and the Sanitary and Epidemiological Station issued a permit. We did not conduct repairs because the buildings in the area are to be demolished. The mayor has told us three times: 'Keep working; I will let you know when to vacate.' Therefore, we are accepting fewer children. Bakyt is my brother; he does not work anywhere," she added.

Currently, there are about 50 children in the "Aikosha" kindergarten, supervised by four teachers, two nannies, and a nurse.
