The coal site owned by the "Zhiptik" farming enterprise has been developed by citizen S.A. for 14 years. This was reported at a press conference held on December 2 at AKIpress-Osh by Saipidin Botobekov, the head of the enterprise.

According to Botobekov, S.A. began exploiting the Zagara coal deposit, located in the Papan ayil aiymak, without any permits. Subsequently, he used this territory for his personal interests. Botobekov noted that in 2002, their farming enterprise received 30 hectares of land for 49 years for coal mining, and they began construction of a road and preparatory work. However, in 2008, S.A., having created the enterprise "Zhiptik-1," registered the site in his name through a sales contract, which they considered illegal. Despite winning a court case, in 2012 he received 71 hectares of land from the Forestry Department, but instead of working on this site, he again began mining coal on the territory of "Zhiptik." "The license was issued in such a way that it covers our site. We have been fighting for justice for 14 years, but we cannot achieve it," Botobekov stated, adding that they had appealed to many government agencies, but to no avail. Law enforcement agencies merely pass the case from one structure to another. "We even wrote to the GKNB, but nothing changed there either. We have sufficient evidence," he emphasized.

Botobekov also reported that S.A. attempted to sell the coal site to a citizen of Afghanistan and planned to transfer it to a citizen of China, but this was prevented by the Ministry of Justice employees. "I am concerned that my appeals are being ignored. As soon as the matter involves foreigners, law enforcement reacts quickly, detaining S.A. for 10-15 days, and then releasing him. Why are my statements left unanswered? We appeal to President Sadyr Nurgozhoevich [Japarov] and GKNB Chairman Kamchybek Kydyrshaevich [Tashiev] to take control of the case," he added.

Human rights defender Uraim Kalmatov, representing the interests of an 88-year-old resident of Besh-Moynok, noted that the woman has long been unable to achieve justice. She owned a house and 30 hundredths of land inherited from her husband. However, two women associated with S.A. deceitfully obtained a power of attorney from her, after which they registered the house and land in their name. S.A. came to her home and evicted her son and daughter-in-law. After appealing to Kamchybek Tashiev, the GKNB responded, and the woman was returned 10 hundredths and a house was built for her, but the remaining 20 hundredths remained with S.A. "We also reported incidents of violence, but our statements were not considered. We urge the country's leadership to intervene," Kalmatov noted.

In July 2023, the Cabinet of Ministers granted the state enterprise "Kyrgyzkomur" the right to develop site No. 2 of the Zagara lignite deposit. In August 2024, the enterprise announced the start of work at this deposit, located in the Papan ayil aiymak of the Kara-Suu district, with investments amounting to 5 million dollars. More than 75 people are employed at the mine, and the area of development is 16.78 hectares.
