
A new commission has been established to address issues related to land plots subject to expropriation in favor of the state
In Kyrgyzstan, the activities of all commissions on land amnesty operating under local administrations and city halls have been temporarily suspended until March 1, 2026.
President Sadyr Japarov signed a decree concerning "Measures to complete the work on securing citizens' property rights to land amnesty objects."
The main task of the decree is to implement a unified state policy in the field of land resource management and regulation of land relations, as well as to finalize the work related to securing citizens' rights to land amnesty objects.
Land amnesty refers to plots that fall into the category of chaotically built areas, formed before December 1, 2021, on which individual residential houses are located, including unfinished ones, and for which applications have been submitted by citizens by July 1, 2025, in accordance with the established procedure approved by government resolution.
A state commission will be established in the republic to legalize land plots.
The commission will be tasked, in cooperation with interested state bodies, to consider issues of expropriation of land plots with illegally constructed or unfinished houses built after December 1, 2021, which do not fall into the category of chaotically built plots, allowing for the provision of agricultural land plots or housing from the State Mortgage Company’s fund on the terms of joint cooperation.
