Among the initiatives presented were key changes to procedural legislation. These include the implementation of video conferencing for court hearings, electronic notifications for participants in proceedings, and the development of an electronic court case system.
The Minister of Justice also held bilateral meetings with Paul Lam Ting-kwok, the Secretary for Justice of Hong Kong, and Teresa Cheng, the Secretary General of the International Mediation Organization. During these discussions, the possibilities of implementing alternative dispute resolution mechanisms based on English law and mediation were explored.
Particular attention was given to studying Hong Kong's experience in applying common law principles for dispute resolution. Hong Kong is one of the most stable jurisdictions developing English law (common law), which includes the independence of the judicial system, a high level of specialization in commercial law, and a developed arbitration infrastructure.
Additionally, the process of implementing the Singapore Convention on Mediation was discussed. The Ministry of Justice of Kyrgyzstan plans to begin incorporating the provisions of this convention into national legislation in the near future, in accordance with the Law of the Kyrgyz Republic dated October 28, 2025, No. 242.
