Edil Marlis uulu, an expert in security and anti-corruption activities, commented on the situation regarding the detention of suspects in the delay of the construction of the Balakchy – Bokonbaev – Karakol road. He noted that there is a high probability of corruption schemes in this situation.
“The government of Kyrgyzstan emphasizes the development of tourism as an important component of the economy. The Issyk-Kul region stands out in this context, and the significance of the route along the southern shore of the lake cannot be overstated. It is not just a road, but a key artery connecting resort areas and vital facilities such as ‘Kumtor,’” he added.
“Moreover, this highway will become part of an international route when new border crossings and logistics hubs are opened at the border with China. Thus, the delay in the construction of this road hinders the attraction of investments and the implementation of large-scale projects beyond tourism. Local residents also express dissatisfaction with the condition of the road and the slow pace of work,” the expert continued.

He added that it is necessary to thoroughly investigate all circumstances. “If someone did not receive money for the work performed, then where did it go? A wide range of individuals should be checked, including those with connections to government structures and contractor leaders,” the expert emphasized.
“We already have examples of how to act in such cases: a specialist from the personnel structures was appointed to combat corruption in the healthcare sector. Perhaps it is worth continuing in the same vein to ensure stricter control over sectors that deal with large budgets and infrastructure projects. The situation requires preventive measures to avoid the embezzlement of budget funds,” he concluded.
