
At the meeting of the Jogorku Kenesh, issues faced by Kyrgyz citizens abroad were discussed. The deputies emphasized the mass incarceration of citizens of Kyrgyzstan in foreign prisons and the improper functioning of Russian migration registries, which jeopardizes law-abiding entrepreneurs.
Deputy Bakhtiyar Kalpaev shared alarming data: currently, about 1,500 citizens of Kyrgyzstan are in prisons abroad, the majority of whom are serving sentences in Russia. He called on the Ministry of Foreign Affairs and other competent authorities to intensify efforts for the extradition of convicts to their homeland so that they can serve their sentences in their own countries, closer to their families.
Another serious issue was raised by Deputy Suyunbek Omurzakov. He reported that the new list of "controlled persons" in Russia, which includes migrants subject to deportation, includes law-abiding citizens of Kyrgyzstan.
- I have received appeals from compatriots who have been doing business in Russia without violations for a long time. They report that they have ended up on this list without any grounds and now, according to new laws, are required to leave the country, - noted Omurzakov.
He suggested that the mechanism for forming this registry has serious shortcomings that allow for systemic errors. Omurzakov emphasized the importance of strategic partnership between Kyrgyzstan and Russia, which requires priority solutions to such issues.
- It is necessary to conduct negotiations with the Russian side and develop a clear procedure for removing from the registry those who are working legally. It is unacceptable for our citizens, who have been building their lives and businesses abroad for years, to suffer due to technical failures or system deficiencies, - concluded the deputy.
