
In the Chui region, law enforcement officers detained three officials from the Bishkek City Department of the State Center for Vehicle Registration and Driver Licensing, who are suspected of illegally registering cars using forged documents. The court has ordered their detention for a period of one month.
According to information provided by the regional police department, the detention was the result of an investigation that uncovered a stable criminal group engaged in the production of fake certificates of completion from driving schools.
The investigation established that the organizers of the scheme were the directors of private driving schools B.T. and M.A., as well as intermediary I.T. They charged citizens, including those who were abroad, between 40,000 and 120,000 soms for the issuance of forged documents without actual training. Then, the "students" were fictitiously registered on the official portal, allowing them to take exams for obtaining driver's licenses.
It was found that through one intermediary, 244 people were enrolled in driving schools, and the total amount of illegally obtained funds amounted to 2,760,850 soms. A criminal case has been initiated under Article 379 of the Criminal Code of the Kyrgyz Republic, "Document Forgery." All the organizers of the scheme have been detained and placed in a temporary detention facility.
During searches, law enforcement seized 200 logs of driver training records, 160 certificates of course completion, 264 other documents, eight electronic storage devices, as well as a hunting rifle with 40 cartridges. The seized items have been recognized as physical evidence.
Additionally, during the investigative actions, it was established that the criminal group was also engaged in the illegal registration of cars imported from neighboring countries. According to the investigation, employees of the state center facilitated the fictitious entry of data into registration databases and the registration of vehicles using forged certificates and documents.
Among those detained were chief specialist S.D. and specialists K.U. and U.A. All of them have also been placed in a temporary detention facility.
The investigation is ongoing.
