It was previously reported that the employees of the regional Main Internal Affairs Department uncovered a criminal scheme related to the production of fake certificates of completion from private driving schools. Directors B.T. and M.A. illegally received between 40,000 and 120,000 soms through intermediary I.T. for fictitious training. The criminals registered citizens on the state portal and issued fake documents without conducting actual training. As a result, 244 people were enrolled through one intermediary, and the total amount of illegally obtained funds amounted to 2,760,850 soms.
A criminal case has been initiated under Article 379 of the Criminal Code of the Kyrgyz Republic. Three citizens of Kyrgyzstan, who are the organizers of the criminal group, have been detained.
During investigative activities, it was revealed that this criminal group, led by the previously detained I.T., was also involved in the illegal registration of vehicles arriving from neighboring countries based on forged documents. These actions occurred with the participation of employees of the State Center for Vehicle Registration, who ensured the fictitious entry of data into registration databases and the registration of vehicles using fake certificates and documents.
Further operational actions showed that employees of the Bishkek City Department of the State Center for Vehicle Registration were also involved in the illegal registration of vehicles, including chief specialist S.D. and specialists K.U. and U.A., born in 1997.
The detainees were placed in a temporary detention facility in accordance with Article 96 of the Criminal Procedure Code of the Kyrgyz Republic. The court has ruled to imprison all detainees for one month.
The investigation is ongoing, and necessary investigative actions are being conducted to clarify all circumstances of the criminal activity and to hold all those responsible accountable.
