

According to the investigation, some construction companies provided false information regarding the availability of parking spaces in the project documentation. Based on this inaccurate data, the projects were approved; however, in reality, the buildings were constructed without the necessary parking lots. In some cases, commercial facilities were built instead of the required infrastructure.
Investigative authorities found that employees of the architectural department had pre-arranged agreements with representatives of construction companies and systematically violated urban planning regulations. This not only exacerbated existing transportation problems in the city but also caused delays in construction and widespread dissatisfaction among investors who were expecting residential complexes with full infrastructure.


As part of the criminal case, the first deputy chief architect of the city and an architect have been arrested and are currently in a temporary detention facility. Investigative actions are ongoing, and all details and possible participants in this scheme are being established.
