Shykmamatov noted that during the period when Tashiev held a high position, control over the enterprise was exercised by the special services, making it impossible to conduct tax audits.
“We acknowledge that ‘Kyrgyzneftegaz’ was under the complete control of the GKNB. Many of our tax officials became victims of traps set by this organization and are still under arrest. The audit of the enterprise was practically impossible. However, now we have the opportunity to conduct an investigation, and we have chosen the path of disclosing information,” emphasized Shykmamatov.
He added that there were no formal prohibitions on audits, but there were unofficial directives, and everyone understood the potential consequences of such an audit.
It is worth reminding that on March 16, the State Tax Service reported violations identified in the activities of "Kyrgyzneftegaz" during the extraction and sale of oil, which contradict the interests of the state.
As part of the "Schemes" program, the results of the analysis were published, indicating possible multibillion-dollar embezzlement in the oil sector. According to preliminary data, due to gray schemes and disputed write-offs of raw materials, "Kyrgyzneftegaz" could have incurred losses exceeding 4 billion soms.
The analysis of the company's financial operations and invoices for the period from 2021 to 2025 revealed three main schemes through which profits from the sale of state oil could be redistributed in favor of private entities. The investigation also mentions a possible connection between these companies and the relatives and close associates of Kamchybek Tashiev.
