Six doctors of the RPCN detained for declaring the accused "insane" for money

In Kyrgyzstan, employees of the State National Security Committee (GKNB) uncovered and stopped a corruption scheme operating in the Republican Center for Psychiatry and Narcology, which is subordinate to the Ministry of Health. As specialists found out, some forensic psychiatric experts, for a certain sum of money, declared defendants in serious cases as "insane," allowing them to avoid criminal punishment.

During the investigation, it became known that in mid-2025, six experts conducted two forensic psychiatric examinations regarding a citizen "M.A.A.," who was accused under Article 282 of the Criminal Code of the Kyrgyz Republic ("Illegal production of narcotic drugs, psychotropic substances, and their analogs for the purpose of sale"). Relatives of the accused transferred an amount of 1.5 million soms to the experts, after which she was declared "insane" twice.

On December 10, 2025, GKNB employees detained six doctors from the RPCN: A.Dzh. (born in 1950), Sh.N.T. (born in 1966), Ch.Yu.V. (born in 1969), K.Zh.R. (born in 1971), S.L.L. (born in 1972), and Z.M.D. (born in 1997), who conducted these examinations, and placed them in custody.

The GKNB continues to carry out operational and investigative actions to identify other employees of the center involved in this scheme.
