In the new document, the conditions under which it is possible to privatize official housing are clarified, and new obligations for its recipients are introduced.
Key Changes
– Privatization of official housing is now permitted, except for apartments located in closed military towns, as well as rooms in dormitories and hotels.
– A ban on privatization is imposed on military personnel or employees who previously received a land plot for individual construction in the same locality or have other housing from departmental or municipal funds. Exceptions are made for cases of voluntary return of the land plot to the state or local authorities.
– Recipients of official housing are required to notify government authorities about improvements in their housing conditions. The notification must be submitted in writing within 30 calendar days, along with the relevant documents.
– The list of grounds on which a citizen may be considered to have improved their housing conditions has been expanded. It now includes cases of purchasing equivalent or larger housing in the same locality, even if the purchase is made by a spouse (excluding inheritance).
– The requirements for documentation necessary for the privatization process have been clarified.
– A new rule has been introduced: official apartments may be excluded from the category of official housing and transferred to private ownership upon the request of a government authority if there are grounds provided by the laws "On the Status of Military Personnel" and "On Service in Law Enforcement Agencies".
Some provisions of the previous regulation have lost their validity.
The new rules will come into effect in ten days.
