Lahore Steel Mills Factory Stopped Due to Violations. Sokuluk District Police Department Involved in the Inspection

In Shopokov, the activities of the metal processing plant "Lahore Steel Mills" have been temporarily suspended due to violations of legislation.

According to information provided by the authorized representative of the president in the Chui region, an additional inspection of the enterprise was conducted to monitor compliance with legal norms. The inspection was initiated by the representative office.

Despite previously issued instructions and prohibitions, the plant continued its operations. During an unscheduled inspection on January 8, specialists recorded that the plant was operational, which led to the emergence of unpleasant odors and dust pollution in the area. The fact of the plant's continued operation, despite the instructions, was confirmed on-site. In connection with the identified violations, employees of the Sokuluk District Internal Affairs Department were involved in the inspection.

The representative Azamat Osmonov emphasized that ignoring the requirements of government bodies is unacceptable and ordered the suspension of the plant's operations until all violations are rectified and it complies with the environmental, sanitary, and technical standards applicable to metal processing enterprises. Resumption of operations is possible only after all violations are eliminated and appropriate conclusions are obtained from the authorized bodies. The authorized representative of the president in the Chui region will personally monitor the implementation of these directives, as reported in the press release from the representative office.



Local residents have long expressed dissatisfaction with the plant's operations. Residents complain about constant noise, unpleasant odors, and smoke, believing that the location of the enterprise is too close to residential houses. In response, a district commission was created, and the issue was discussed at the level of the Jogorku Kenesh.

The plant has been inspected multiple times by government agencies. In 2024-2025, the enterprise was fined for non-compliance with urban planning, environmental, and water regulations, and an order was issued to suspend the activities of certain facilities. The situation remains under control, and further measures will be taken based on the results of subsequent inspections.

According to the Ministry of Construction, it is explained that the construction of a warehouse for finished products (measuring 42×17 meters) and the reconstruction of the foundry shop were carried out without the necessary design and permit documents.

As a result, administrative measures were applied, and the company was fined 400,000 soms. Since the fine was not paid on time, an additional penalty of 400,000 soms was imposed, bringing the total to 800,000 soms.

Turmush also reported that an explosion occurred at the plant of LLC "LAHORE STEEL MILLS". Eyewitnesses reported several explosions, and the plant's territory was shrouded in smoke, with emissions into the atmosphere. There were no casualties as a result of the incident.

According to the Ministry of Emergency Situations, the incident occurred on November 13, 2024, during a trial run of the equipment. The area of the fire was about 80 square meters and was completely extinguished.

The Ministry of Natural Resources noted that the equipment was launched after a temporary suspension of the plant's operations by the order of the environmental and technical inspection. An investigation is underway to assess compliance with environmental and technical standards. The management of the enterprise acknowledged its responsibility and reported that there were no casualties.

Additionally, the management of LLC "Lahore Steel Mills" has previously been involved in scandals. In June 2013, the company's leaders, citizens of Pakistan, were detained for attempting to bribe an employee of the Anti-Corruption Service of the State National Security Committee with $1,500 to influence the results of a tax audit.

No official reports have been made regarding the results of the investigation.

In April 2025, the enterprise was fined for illegal use of groundwater: the plant had operated two wells for 13 years without licenses and water accounting, failing to pay mandatory fees.

In September 2025, Jogorku Kenesh deputy Venera Raimbachaeva voiced complaints from the residents of Shopokov, stating that the plant's operations do not meet environmental standards and disturb the peace of local residents.

According to information from the Ministry of Justice, the head of LLC "LAHORE STEEL MILLS" is Nazir Asim Ahmad Nazir, and among the founders are Iqbal Javed, Hussain Sarfraz, and Majed Amir (all of whom are citizens of Pakistan).

The main focus of the plant's activities is metal processing and coating. The enterprise was registered on May 27, 2011, and underwent re-registration on October 24, 2011.

The investors are citizens of Pakistan, who in 2011 initiated the launch of the metal processing enterprise on a 4.2-hectare site (previously owned by a sugar factory).
