According to the investigation, the detainees planned a series of protests, starting from the southern regions and then moving to Bishkek and other areas, with the aim of creating the appearance of mass discontent. Their plans included unconstitutional actions, the seizure of administrative buildings and media outlets, as well as possible attacks on law enforcement agencies and criminal justice institutions.
As emphasized by the Ministry of Internal Affairs, the group had a clear structure: "coordinating groups" were supposed to formulate political demands, while criminal elements provided physical protection. Some participants had already assigned roles for future positions.
As a result of the searches conducted, the Ministry of Internal Affairs seized weapons, ammunition, grenades, communication devices, drugs, documents related to the financing of the riots, action plans, and $150,000 in cash.
Charges under part 1 of Article 278 of the Criminal Code of the Kyrgyz Republic ("preparation for organizing mass riots") have been brought against the following individuals: A. U. (born in 1963), S. T. (Temirlan Sultanbekov, born in 1998), A. Sh. (Shailoobek Atazov, born in 1979), E. E. (Ermek Ermatov, born in 1983), M. D. (Damir Musakeev, born in 1984), Sh. T. (born in 1986), A. K. (Kadyirbek Atambaev, born in 1993), A. u. E. (born in 1993), K. N. (born in 1993), and K. K. (Kubanychbek Kadyrov, born in 1970). All detainees have been placed in a temporary detention facility.










Investigative actions are ongoing, and new participants as well as possible financial sponsors of the group are being identified.








It is worth noting that on November 23, law enforcement agencies conducted a series of searches and detentions in connection with the case of possible calls for mass riots. This investigation was initiated based on a video recording featuring politician Temirlan Sultanbekov, which prompted the start of investigative and operational actions.
Within the framework of this case, several politicians and former officials have been detained or questioned, including Kadyirbek Atambaev, Shailoobek Atazov, Syimyk Japykeev, and Kubanychbek Kadyrov. Searches were also conducted at the homes of relatives of politicians and journalists, including former First Lady Raisa Atambaev, relatives of Temirlan Sultanbekov, and the family of journalist Dmitry Lozhnikov.
It later became known that Temirlan Sultanbekov, Kadyirbek Atambaev, and Shailoobek Atazov were placed in custody in the temporary detention facility for the selection of a preventive measure, while others, such as Adakhan Madumarov and Syimyk Japykeev, were released after questioning.
