The Cabinet approved the protocol to the agreement with the Russian Federation on the supply of oil and petroleum products

- The Cabinet of Ministers has made a decision to amend the agreement with the Russian Federation regarding cooperation in the supply of oil and petroleum products, signed on June 6, 2016.

According to the Cabinet's resolution dated November 14, 2025, No. 740, the protocol signed on December 20, 2024, in Saint Petersburg has been approved. The document also states that the Ministry of Foreign Affairs of the Kyrgyz Republic must notify the Russian side of the completion of the necessary internal procedures for the protocol to enter into force.

One of the key changes made to the agreement is the new customs clearance procedure: the first paragraph of paragraph 4 of Article 5 states that temporary periodic customs declaration will be applied when exporting petroleum products from Russia to Kyrgyzstan by pipeline based on indicative balances.

The protocol will come into effect 10 days after its signing and will enter into force from the date of receipt of the last written notification through diplomatic channels about the completion of the necessary procedures by both parties.

Resolution No. 740 comes into force one week after its official publication. Published in the newspaper "Erkin Too" on November 21, 2025, No. 92.

Text of the protocol:

The Cabinet of Ministers of the Kyrgyz Republic and the Government of the Russian Federation, hereinafter referred to as the Parties,

aimed at further developing Kyrgyz-Russian relations,

considering Article 10 of the agreement between the Government of the Kyrgyz Republic and the Government of the Russian Federation on cooperation in the supply of oil and petroleum products dated June 6, 2016 (hereinafter referred to as the Agreement),

have reached the following agreement:

Article 1.

The Agreement is amended regarding the first paragraph of paragraph 4 of Article 5, which will be stated as follows:

“Temporary periodic customs declaration is applied when exporting petroleum products from the Russian Federation to the Kyrgyz Republic by pipeline according to indicative balances.”

Article 2.

This Protocol temporarily enters into force 10 days after its signing and begins to operate from the date of receipt of the last notification through diplomatic channels about the completion of the domestic procedures necessary for its entry into force.

The protocol was signed in Saint Petersburg on December 20, 2024, in two copies, each in Kyrgyz and Russian languages, and both texts have equal legal force.
