Temporary ban on the import of fruit tree seedlings introduced in Kyrgyzstan

The Cabinet of Ministers of the Kyrgyz Republic has approved a resolution that imposes a temporary ban on the import of fruit tree seedlings.

According to the new directive, starting from March 1, 2026, for a period of six months, the import of seedlings will be prohibited, except for those varieties listed in the annex to the resolution.

This decision is motivated by the need to enhance the efficiency of agricultural production and ensure food security by strengthening control over imported planting products.

It is important to note that the ban does not apply to goods originating from the countries of the Eurasian Economic Union, as well as to movements within mutual trade in accordance with the EEU Treaty and the Union's Customs Code.

Furthermore, the restrictions do not affect the transit of seedlings through the territory of Kyrgyzstan.

The Ministry of Economy and Commerce has been instructed to notify the Committee on Safeguard Measures of the World Trade Organization and the Eurasian Economic Commission about the introduction of this temporary restriction.

The Ministry of Foreign Affairs must inform the Executive Committee of the CIS within three days from the date the resolution comes into effect.

The State Customs Service and the Ministry of Water Resources, Agriculture, and Processing Industry have been tasked with taking measures to prevent the illegal import of seedlings not listed in the approved list.

Additionally, the previous resolution of the Cabinet from July 2, 2024, No. 346, which concerned temporary restrictions on the import of seedlings, has been revoked.

The resolution will take effect on March 1, 2026.
