In September 2025, the Minister of Energy Talaybek Ibraev stated that the current winter would be the most difficult for Kyrgyzstan.
Since then, active measures to save electricity have begun in the country. By mid-November 2025, the following decisions were made:
- The use of outdoor lighting in government and administrative institutions is prohibited after dark;
- Electricity supply in educational institutions is limited after 6:00 PM;
- A new power limit for households has been introduced - up to 3 kW, forcing people to choose between using a washing machine and an electric kettle;
- The operation of mining farms has been suspended until the end of March 2026;
- The Bishkek City Hall reported that all electrical appliances, including energy-intensive ones, in cafes, restaurants, and nightclubs must be turned off after 10:00 PM, although this requirement was later softened;
- The President instructed to minimize the volume of electricity imports.
