Kamchybek Tashiev reported that licenses for gold mining were issued without payment, and then their resale brought significant profits. "The state receives nothing, and our mountains are being destroyed. They claim they pay taxes, but that is their obligation. Everyone, including taxi drivers, pays taxes. There should be a share for the state and benefits for the people in every deposit," he emphasized.
He also added that previously licenses for deposits were transferred free of charge, and some officials received money "in their pockets." "This will not happen again. All deposits must work for the benefit of the people. We have checked and uncovered numerous cases of illegal activity, and currently one of the directors is under arrest. There have been dozens of cases of environmental damage. If the development of Dolpran benefits the state, we will continue; if not, we will not touch it," Tashiev noted.

According to him, the previous authorities transferred large deposits worth tens of billions of dollars without state participation. "They talk about taxes, but that is their obligation. Even doctors pay taxes. Our country has been robbed. One example is the deposit in Talas, which Atambayev transferred without a share for the state, and now they say they pay taxes. This year, more than 200 licenses have been returned. All companies causing environmental damage have paid about $100 million. Many enterprises have ceased operations. We say: if you do not bring benefits, at least do not cause harm," he concluded.

If the development of deposits is impossible, they should be passed on to future generations, Tashiev added.

"We will not allow our country to be robbed and harmed. For example, in the Chatkal district, the Toktozan deposit received a license for $400,000, but we caught them reselling it for $10 million. Both individuals involved are now in prison, and we made them pay $10 million to the state. Foreign citizens resell licenses to each other, enriching themselves at our expense. We must stop this," he emphasized.

At the ceremony on November 27 in Kemin, where a capsule was laid for a new maternity hospital, Tashiev also commented on the situation regarding the attraction of workers from China and the incident involving them during the construction of a bridge on the Northern Bypass Road.

He reminded about major infrastructure projects in the country, such as the railway "China – Kyrgyzstan – Uzbekistan," multi-story buildings through the State Mortgage Company, and other important constructions. According to Tashiev, it is these projects that create demand for labor, including workers from China, while during the post-Soviet period, the construction industry hardly developed.

Tashiev noted that rumors are actively spreading on social networks that there are too many Chinese workers in the country or that the Chinese are "taking over" Kyrgyzstan. "Most of these claims are not true," he pointed out. According to him, only about 10% of arrivals from China are investors and businessmen, while 90% are ordinary workers.

Tashiev stated that the same legal requirements apply to foreign citizens, including citizens of the PRC. "In case of any violations of the law by foreigners, strict measures will be taken," he added, citing the incident involving the detention of 44 Chinese citizens at the construction of the bridge, where a criminal case was initiated.

He emphasized that such measures may slow down the pace of construction, but the state is obliged to suppress any violations. The State National Security Committee has conducted explanatory work with the heads of enterprises and construction companies, recommending creating conditions for the work and living of foreign workers, while limiting their ability to leave the construction sites to reduce the risks of conflicts and legal violations.
