Sadyr Japarov: The Era of Impunity for Predatory Enrichment Has Ended

On December 25, 2025, the President of Kyrgyzstan, Sadyr Japarov, emphasized at the fourth People's Kurultai that the country is practically demonstrating its strength by actively combating corruption, organized crime, and other negative phenomena that have undermined its foundations for years.

According to the president, corruption is a destructive element that undermines citizens' trust and slows down economic development.

Japarov noted: "Our goal is to completely eradicate this evil. We will continue anti-corruption reforms until we achieve final success. The rules are clear: for theft — prison, for embezzlement of state property — prison, for bribery — prison."

The president emphasizes that all citizens are equal before the law. The fight against organized crime will not be limited to the destruction of individual groups but is also aimed at dismantling the mechanisms that have fueled crime for many years, affecting not only the top but also the roots of this problem.

As a result of the consistent work of the prosecution, national security, and the Ministry of Internal Affairs, hundreds of billions of soms that were previously embezzled by criminals and corrupt officials have been returned to the budget. These funds belong to the people and should serve the interests of the entire society.

We are building a strong state and will not deviate from this course. Japarov also noted that the law should be a protection for honest citizens and a weapon against criminals, emphasizing: "The stronger the authority, the freer and more confident the people."

The president drew attention to the issue of illegal privatizations, which remains relevant. "Some individuals appropriated numerous state assets in the early years of independence, causing enormous damage to the economy and depriving the country of the assets necessary for development," he said.

As a result, Kyrgyzstan lost not only its assets but also jobs, as well as billions in revenues that could have been directed towards social needs.

Today, we are returning these assets to the state and restoring justice. The work being carried out by the State Committee for National Security and the Prosecutor's Office is yielding real results, returning hundreds of billions of soms in the form of assets and properties.

However, there are critics who try to present these actions as a threat to entrepreneurship and property rights, misleading society. I want to emphasize: we guarantee the protection of private property and will never encroach on the lawful property of citizens acquired through honest labor.

It is important to understand: those who embezzled state resources not only stole but also took away the future from the people. We cannot ignore such crimes that deprive citizens of the opportunity to improve their lives and cause direct harm to the state.

From this moment on, those who profited from theft and abuses will not go unpunished. The era of unpunished predatory enrichment is over.

We are working not only to recover what was stolen but also to restore the people's trust in the authorities. This is a principled struggle aimed at the welfare of every citizen.
