Sadyr Japarov: "Pre-trial detention centers are not a resort"


During the People's Kurultai, Aysalkyn Karabaeva, representing Osh, expressed concern about the conditions in which prisoners are held in pre-trial detention centers. She noted that the use of electric stoves for cooking in detention centers is prohibited, which causes dissatisfaction among the detainees.

In response, President Sadyr Japarov stated that the demand to allow the use of electric stoves is unfounded. He mentioned that he has personal experience of being in places of deprivation of liberty and is familiar with the actual conditions of detention.

“I spent nine months in detention and three and a half years another time. However, I never complained about the conditions. A pre-trial detention center is not a place for relaxation,” he emphasized.

Japarov also explained that the ban on the use of electric stoves in cells is due to the need to conserve resources. According to him, the costs of electricity are covered by the state budget, and their use must be justified.

“We cannot allow the stoves to be turned on, especially on a round-the-clock basis. The institutions have their own heating, which is quite sufficient,” the president added.
