Russian lawmakers want to ban extending patents for migrants with debts

The Chairman of the State Duma Committee on Labor, Social Policy, and Veterans Affairs, Yaroslav Nilov, commented that the new initiative could become "one of the tools to combat debt among foreigners."

After the New Year holidays, deputies plan to introduce a bill concerning the refusal to issue or extend work patents for migrants who do not comply with Russian court decisions, including decisions on debts. This was reported by TASS.

Nilov noted: "We insist on the necessity of creating a mechanism that will allow the refusal to issue a patent if the migrant is a notorious non-payer and has a court decision regarding the debt." The bill has already been sent to the government and will be presented in the State Duma during the spring session.

He added that this measure is aimed at creating conditions under which a debtor will be required to pay off their debts in order to extend their patent. "This is important for improving the situation with debts among foreigners," the deputy emphasized.

As Nilov mentioned earlier, the proposed changes will stipulate that gross non-compliance with a court decision will be grounds for the annulment of a work patent.

In addition, the Ministry of Internal Affairs of Russia previously presented a draft order concerning the update of the patent issuance regulations. It states that documents will not be issued to foreigners in case of drug use, presence of dangerous infectious diseases, or failure to timely provide medical certificates and other necessary documents.
