The Ministry of Internal Affairs of the Russian Federation has initiated a proposal to conduct an experiment aimed at attracting foreign workers from 2027 to 2029. This project will cover the entire territory of the country, except for Moscow and the surrounding region, and will concern both foreign citizens and stateless persons, as reported by "RBK".

As part of this experiment, it is planned to create registries that will include employers and foreign workers participating in the program. The attraction of migrants by employers will only be possible if they are registered in the relevant registry, which will allow for more thorough monitoring of compliance with labor legislation and tax regulations.
The main goal of the experiment is to simplify the processes of labor migration and taxation for foreign citizens.
Income taxes for workers will be transferred to the regions through fixed advance payments. If a foreigner works for a legal entity, the tax will be withheld and transferred by the tax agent. In the case of working for an individual, the foreigner will be personally responsible for paying taxes.
