Dosaliev noted that this draft law is already under consideration in the same committee. He emphasized that the current legislation provides a mechanism for obtaining a new PIN through the Cabinet of Ministers.
“The proposed changes are important because the absence of a new PIN code can lead to the halt of important functions for citizens, including access to medical services. The law clearly states the grounds for changing the PIN. For example, a request recently came from a transgender person who changed their gender from male to female. Until the PIN is updated, such a person will not be able to perform necessary actions. Changing legislation on gender identity issues may take a long time, while a Cabinet decision will allow for a quick response to such requests,” he added, emphasizing that all grounds for changing the PIN are clearly outlined and adhered to within the established timeframes, and that making changes does not contradict the laws.
