Bolotbekov's education includes a bachelor's degree with honors in law from the International University of Kyrgyzstan, as well as a master's degree in international law and a PhD in political science. He also holds a lawyer's license.
In his professional career, he has held important positions in government structures, including leadership roles in the Sverdlovsk District Administration of Bishkek and as the mayor of Naryn. Additionally, he served as the director of the Department of Individual Housing Construction in Bishkek.
Bolotbekov is the founder and head of the law firm "Lux-Consult" and advises various international and public projects.
