According to information from the Patrol Police Service, on November 21, 2025, around 03:00, a Toyota Avalon was stopped on one of the city streets. The driver was Urmat Baiganaliev, who identified himself as a member of the law enforcement agencies. Despite this, the police officers completed all necessary documents in the established manner.
However, on December 9, 2025, the Oktyabrsky District Court of Bishkek decided to acquit him, the reasons for which remain unknown.
On January 31, 2026, just a few weeks later, the same driver and his Toyota Avalon were stopped again by the Patrol Police Service, and he was found to be in a state of intoxication. This was confirmed by medical personnel, and the case materials were sent to the relevant authorities for further investigation.
The Patrol Police Service emphasizes that this incident is under special control. The agency is focused on a legal assessment of the driver's actions to ensure his accountability and prevent cases of impunity.
- It is worth noting that the Jogorku Kenesh recently supported a bill to tighten penalties for drivers under the influence. In particular, in the case of an accident with victims, the possibility of exemption from criminal liability upon reconciliation with the victim is excluded. It is also proposed to increase prison terms and exclude probation for individuals convicted of serious traffic violations while intoxicated.
