According to available information, the first incident occurred in December 2025. At that time, the owner of one of the canteens received a call from a stranger who ordered six portions of manti to be delivered to the city hall. While the order was being prepared, the "client" called back and, citing internet issues, asked to transfer 23,000 soms to his card, promising to return the money in cash upon receiving the food. After the money was transferred, the fraudster's phone became unreachable.
The next case occurred in January 2026, when the fraudster, using the same scheme, asked the café owner to transfer him 7,250 soms, citing the need for repairs.
Criminal investigation officers from the Karakol police department, conducting operational activities, tracked down the suspect. He turned out to be 33-year-old T.H., a native of the Suzak district of the Jalal-Abad region, who had previously had legal issues. On February 16, he was detained in Bishkek and brought to Karakol.
A criminal case has been initiated against the detainee under Article 209 (fraud) of the Criminal Code of the Kyrgyz Republic. The suspect has confessed to his guilt. The court has sentenced him to one month in custody.
