According to reports from the State Committee for National Security (GKNB), a police officer has been detained on suspicion of committing fraudulent actions against a foreign investor.
In April 2025, an operative officer of the Criminal Investigation Department of the Ministry of Internal Affairs of the Kyrgyz Republic in the Talas region, known as E.M.A., misappropriated 35,500 US dollars from a Turkish citizen, H.K. After gaining the investor's trust, he proposed a plan for planting and cultivating valuable herbaceous plants of the nightshade family, which were intended for export to Turkey. The cost of the seeds was about 3,000 dollars per kilogram. After receiving the money, this police officer used it for personal purposes.
In October 2025, H.K. decided to contact the Ministry of Internal Affairs of the Kyrgyz Republic to request an investigation into this fraud. However, the investigative authorities, without conducting the necessary checks and without interacting with the foreign investor, refused to initiate a criminal case.
After that, on January 27, 2026, the Turkish citizen again sought assistance from the GKNB of the Kyrgyz Republic. This step led to the prosecution transferring the previously collected materials to the investigative departments of the GKNB.
E.M.A. was detained on February 24, 2026, after which he was placed in a temporary detention facility.
The GKNB emphasizes that as part of the state policy aimed at protecting property and increasing investor confidence, work continues to ensure criminal liability for law enforcement officers and tax officials for violations of the rights and legitimate interests of entrepreneurs.
