
The second reading of the draft law on punishment for torture, proposed by the Cabinet of Ministers, has passed in the Jogorku Kenesh.
The Jogorku Kenesh of the Kyrgyz Republic approved at the second reading a draft law aimed at deepening criminal liability for torture.
According to the document, criminal liability will now extend not only to public officials but also to other individuals acting in an official capacity. This concerns the use of physical or psychological violence in the course of performing official or professional duties.
In particular, this law may apply to teachers, doctors, caregivers, and other specialists who hold authoritative or official powers over citizens.
The draft law also introduces an amendment to the Criminal Code, adding a note that clearly defines the category of individuals considered to be "acting in an official capacity." This will help avoid possible interpretations and misunderstandings in law enforcement.
The initiative to develop the draft law belongs to the Cabinet of Ministers of the Kyrgyz Republic.
