At the meeting of the Jogorku Kenesh, a draft law concerning the reform of the state awards system was discussed.

Aysarakan Abdibaeva expressed the opinion that there is a need to update the existing system, stating that the proposed changes could enhance the prestige of state titles and awards. However, she noted that some provisions raise public concern.

In particular, the deputy opposed the abolition of the title "Honored." She suggested retaining this title and tightening the criteria for awarding it. Abdibaeva believes that a minimum work experience of at least 20–25 years should be established and that the achievements for which an award can be received should be clearly defined.

Additionally, she proposed the creation of an independent expert commission. According to her, the revocation of state awards should only occur by court decision or after an appeal is reviewed by the commission. Abdibaeva also believes that the justifications for awards should be accessible to the public.

Gulai Mashrapova noted that she generally supports the draft law, as it aims to enhance the authority of state awards. She also suggested introducing the title "People's Teacher."

"Education is a strategically important sector. Teachers shape human capital, and their work should be recognized at a high level. This title will elevate the status of educators and provide them with additional motivation," she emphasized.

The Minister of Justice, acting as the speaker for this draft law, noted that these proposals could be considered in the second reading.
