The names of the participants in the case have been changed.
According to the investigation materials, in August 2024, information was received at the Internal Affairs Department of the Lenin District of the capital about the detention of a dealer. An investigative operational group was dispatched to the scene. The detainee, Kasym, voluntarily handed over two heat shrink wraps to the law enforcement officers and pointed out the locations where the deals had previously been made. One heat shrink wrap was seized from each of the 26 addresses.
- The Lenin District Court found him guilty under paragraphs 1 and 3 of part 2 of article 282 "Illegal manufacture of narcotic drugs, psychotropic substances, and their analogs for the purpose of sale by a group of individuals on a large scale" of the Criminal Code of the Kyrgyz Republic. Kasym received 8 years of imprisonment in a general regime correctional colony and was also sent for treatment for drug addiction related to mephedrone in an institution where he will serve his sentence.
- The sentence was upheld by the judicial panel on criminal cases and offenses of the Bishkek City Court.
After reviewing the case materials and the arguments of the cassation appeal, as well as hearing the parties, the Supreme Court decided to leave the decisions of the first and appellate instances unchanged, recognizing them as lawful and justified. The lawyer's cassation appeal was rejected.
