Every Other Meeting is Delayed. Ombudsman on the Problems of the Courts in the Kyrgyz Republic

According to statements by Jamilya Dzhamanbaeva, the ombudsman of the Kyrgyz Republic, every second court session in Kyrgyzstan starts with a delay, and over 40% of cases are subject to postponement. She called on the judicial authorities to improve citizens' access to justice and enhance the transparency of the judicial process.

The Ombudsman Institute recorded 816 appeals and complaints related to judicial proceedings received in 2025. Most applicants expressed dissatisfaction with the decisions made. Specifically, 57 appeals concerned issues within the jurisdiction of the judicial authorities, 56 related to alimony disputes, 35 were complaints about the actions of judges, and 19 were about the non-enforcement of court decisions.

Additionally, 572 requests for monitoring of court proceedings were registered over the year. Of these, 57.8% (342) pertained to criminal cases, 32.9% (193) to civil cases, and 9.6% (37) to administrative cases.

Analysis showed that out of 270 court sessions, 112 (41.5%) were postponed to later dates, and every second session started late. The main factors contributing to this are the busy schedules of judges and courtrooms, as well as the absence of participants in the proceedings.

According to the Ombudsman Institute, most of the monitoring (61.3%) was conducted in first-instance courts.

Jamilya Dzhamanbaeva noted that such situations indicate shortcomings in the organization of the judicial system's work, which, in turn, prolongs proceedings and limits citizens' right to access justice.

In light of the above, the ombudsman sent recommendations to the Supreme Court to address the identified problems. Among the proposals are strengthening control over adherence to session schedules, ensuring timely consideration of cases, taking into account the reasons for postponements and taking measures to eliminate them, as well as equipping all courtrooms with audio and video recording systems.
