Former head of the State Tax Service Abduvaporov and his deputy Kydyrgychov remain in custody until January 14, 2026.

- The decision to detain Altynbek Abduvapov and Islambek Kydyrgychov was made on November 26 at the Lenin District Court of Bishkek. They have been in custody since December 5-6, 2024, after being removed from their positions and sent to the temporary detention facility of the State Committee for National Security (GKNB).

The reason for their detention was allegations of corruption related to tax authorities, specifically regarding manipulations with electronic waybills.

Previously, on October 14, 2025, their detention period was extended until the completion of the investigation, which was supposed to occur by November 20, 2025.

The criminal case in this matter was transferred to the Lenin District Court based on a ruling from November 18, which led to the extension of their detention until January 14, 2026.

They are charged with committing a crime under Article 337, Part 3 of the Criminal Code of the Kyrgyz Republic, concerning abuse of official authority.

Background of the Case

Islambek Kydyrgychov and Altynbek Abduvapov were summoned for questioning at the GKNB in early December 2024. Three days prior, searches were conducted in four districts of the Bishkek tax administration.

According to the GKNB, several large producers and importers of excise goods, including alcohol and tobacco products, were supplying goods to the southern regions of the country, but discrepancies and returns of accompanying documents were recorded in the accounting systems.

“GNS employees ignored numerous cases of returning waybills for excise goods in Bishkek, the total value of which exceeded 3.2 billion soms,” noted the GKNB.

A special investigation revealed that 1 million electronic waybills were returned, but none of the documents were checked by tax inspectors. The total amount of electronic waybills reached 464 billion soms, with unpaid taxes amounting to 30 billion soms.

Furthermore, the GKNB reported that the former chairman of the GNS, Abduvapov, had assets worth 55 million dollars found both in Kyrgyzstan and abroad, including a house in Bodrum, Turkey, a commercial enterprise in Almaty, real estate in Bishkek, and shares in construction projects.

1. The use of official position contrary to the interests of service, causing significant harm, -

is punishable by imprisonment for up to two years with a prohibition on holding certain positions or engaging in certain activities.

2. The same act, committed for the purpose of obtaining benefits for oneself or others, -

is punishable by imprisonment from two to five years with similar restrictions.

3. The same act, resulting in serious harm, -

is punishable by imprisonment from five to eight years with confiscation of property and restrictions on positions.

4. Acts committed by an official holding a responsible position, -

are punishable by imprisonment from eight to ten years with confiscation of property and restrictions on positions.
