President Sadyr Japarov congratulated the personnel of the Ministry of Internal Affairs on the 101st anniversary of the Kyrgyz militia

On November 1, President and Commander-in-Chief of the Armed Forces of Kyrgyzstan Sadyr Japarov marked the 101st anniversary of the Kyrgyz militia, speaking at a ceremonial event held at the Turdakun Usubaliyev Square in Bishkek.
The press service of the President's Administration distributed the congratulatory speech of the head of state:
“Dear generals, officers, and sergeants!

Respected servicemen and honored guests!
Today we have gathered to celebrate the Day of the Kyrgyz Militia — the most important structure responsible for the safety of citizens, combating crime, and demonstrating a high level of professionalism, strength of spirit, and diligence.
Serving the Motherland is a sacred duty that requires courage, determination, and resilience, which is not within everyone's capacity.
The militia officers, standing guard over law and order, honorably fulfill this duty. You serve as a shining example of devotion to your country and people. Thanks to your work, the residents of Kyrgyzstan can feel safe and secure.
I sincerely congratulate all members of the Ministry of Internal Affairs and esteemed veterans on your professional holiday!
Dear fellow citizens!
Since the establishment of the militia on November 1, 1924, in the Kara-Kyrgyz Autonomous Region, it has been fulfilling its duties of ensuring safety and combating crime for a whole century.
Despite various difficulties and challenges, the militia officers have always shown resilience and overcome all obstacles in fulfilling their honorable mission.
If we look back at our history, we will see that hundreds of militia officers gave their lives defending the people and ensuring a peaceful life for citizens. We will always remember their feats and bow our heads in respect and gratitude.
I want to emphasize that working in the militia is not just a profession, but a high mission that requires responsibility, courage, and honor.
Over the past five years, significant steps have been taken to strengthen the Kyrgyz militia and enhance its authority.
In order to improve citizen services, 85% of the material and technical base of the internal affairs agencies has been updated. These changes meet modern requirements — from the uniforms of the personnel to the organization of work processes.
The salaries of the personnel have been doubled, and for those serving in the Batken region, they have been quadrupled. Social support is also provided to the staff.
The Ministry of Internal Affairs has fully transitioned to the "Digital Militia" system, which contributes to the effective implementation of the assigned tasks.
To enhance operational efficiency, more than four thousand modern video cameras have been installed across all regions of the country, including devices with facial recognition capabilities.
This has accelerated the solving of crimes and made the accountability of offenders more inevitable. This, in turn, strengthens citizens' trust, order, and justice.
Modern digital technologies help maintain public order and safety on the roads, as well as provide the population with quality services.
However, there are even more serious tasks ahead. As part of the "Safe Country" project, I have instructed to increase the number of video cameras to twenty thousand and allocate additional staff units for the Ministry of Internal Affairs. I am confident that these measures will significantly enhance the level of security in the country.
Dear participants of the celebration!
As you can see, we are commissioning 35 new modern buildings for the internal affairs agencies across the country.
In the city of Razzakov in the Leilek district of the Batken region, a 32-apartment building will be provided for employees in need of housing through the State Mortgage Company.
Additionally, in honor of the 101st anniversary of the Kyrgyz militia, 101 modern vehicles equipped with digital technologies will be handed over. These vehicles will be sent to regional internal affairs agencies.
This is a sign of the state's care and trust in the militia. In the future, we will continue to build new homes, ensuring that no employee is left without housing. If technical means are needed to improve the work of the militia, we will provide them. The main thing is to ensure the stability of society and the peace of citizens, which is one of the state's priorities.
Dear militia officers!
As the head of state, I understand the weight and responsibility of your profession.
Society expects high responsibility, justice, and honesty from the militia. Therefore, each of you must remember the words: “The militia is at the service of the people” and act accordingly!
On this festive day, I want to express my gratitude to the militia veterans who dedicated their lives to maintaining public order and combating crime. Your experience and guidance are important for the younger generation.
And to the rank-and-file officers, sergeants, and servicemen, I entrust: each of your days should be dedicated to the peace of the people and the security of the state! Fulfill your oath “I serve the Motherland!” honestly and diligently, be true guardians of order — a model to follow.
May the new buildings and technical means bring you good luck! I am confident that they will serve to ensure the safety of citizens and make a significant contribution to maintaining peace in our country.
May peace and prosperity reign in the new homes of Batken!
