
A bill has been submitted to the State Duma of the Russian Federation, according to which doctors are required to notify the Ministry of Internal Affairs about migrants who do not have medical insurance, as reported on the website of the newspaper "Absolutely Secret".
A group of initiative deputies presented this measure to simplify law enforcement agencies' access to the medical data of foreign citizens.
According to the proposed changes, doctors will be required to provide information related to medical confidentiality without the patient's consent if it concerns emergency or urgent medical care for a foreigner who does not have a medical insurance policy.
The explanatory note emphasizes that entry into Russia without medical insurance is prohibited. If a foreign citizen does not have insurance during their stay in the country, this will be considered a violation of migration legislation and grounds for their deportation.
Among the authors of the bill are deputies from various factions, including Nina Ostanina, Vladislav Davankov, Mikhail Matveev, and Alexey Zhuravlev.
According to data from Rosstat and the Ministry of Health, many migrants are of working age who, while working temporarily, often do not have full medical insurance. Approximately 40-50% of them seek medical assistance only in emergency situations, fearing bureaucratic procedures and high costs.
Research shows that the incidence of certain infectious diseases among migrants from Central Asia exceeds the national average, which is related to their living and working conditions.
Starting from September 1, 2025, new rules for providing medical assistance to foreigners will come into effect in Russia. The resolution was signed by Prime Minister Mikhail Mishustin and will be valid until September 1, 2031.
Under the new rules, emergency medical assistance for acute illnesses, exacerbations of chronic diseases, injuries, and poisonings will be provided to foreigners free of charge, regardless of insurance coverage.
In other cases, such as for planned and urgent care, medical services will be provided on a paid basis or under voluntary (DMS) or mandatory (OMS) health insurance contracts, if the foreigner is insured in the OMS system.
Thus, the State Duma has proposed a bill stating that doctors will be required to inform about migrants without medical insurance.
