Repair of HPPs, procurement of coal, fuel oil, and petroleum products. How ready is Kyrgyzstan for the autumn-winter period?

Bakyt Torobaev, Deputy Prime Minister and Minister of Water Resources, Agriculture, and Processing Industry, reported on the completed activities in preparation for the autumn-winter season of 2025-2026. The information was provided by the press service of the Cabinet of Ministers.

According to him, all planned work for preparing for the winter cold has been fully completed.

At the Uch-Korgon Hydroelectric Power Station, four hydro units are currently operational. Their replacement was carried out in 2024-2025, which allowed for an increase in total capacity by 18 MW due to the installation of two new units. The remaining two will be replaced in 2026.

All repair work at the Bishkek and Osh Thermal Power Plants has been completed according to plan. Currently, steam boilers and turbo units have been prepared to ensure uninterrupted operation during the heating season.

In the ten months of this year, the "National Electric Network of Kyrgyzstan" has repaired 1,320.9 km of power lines with voltages ranging from 35 to 500 kV, exceeding the planned volumes. Lines of 6-10-0.4 kV were repaired over a length of 3,076.7 km, which is 99.3% of the plan. Four large transformers with a total capacity of 50.5 MVA and 3,292 units of substation equipment have also been repaired. New construction and reconstruction work has been completed by more than 100%.

All planned work at heating supply enterprises in the regions of the country has been completed, and they are operating normally.

Coal and Fuel Oil Reserves

For successful preparation for the autumn-winter season of 2025-2026, Kyrgyzstan needs to stockpile 3,174,792 tons of coal. Of this amount, 309,415 tons are intended for budgetary organizations, of which 203,54 tons have already been secured, corresponding to 89% of the plan for the 11 months of this year.

As for the population, they require 1,465,377 tons of coal, and to date, 994.69 tons have been secured (96.6% of the plan). Special attention has been paid to coal supplies from Kara-Keche to social coal bases and institutions across all regions. There are 720 coal bases operating in the republic, of which 144 are social and organized by the "Kyrgyzkomur" enterprise.

The Bishkek Thermal Power Plant needs 1,400,000 tons of coal, and work on full provision is ongoing. As of November 20, the TPP has 280,000 tons of coal and 4,200 tons of fuel oil in stock, exceeding last year's volumes, when there were 242,000 tons of coal on this date.

The Osh Thermal Power Plant requires 23,000 tons of fuel oil, of which 20,800 tons have been secured to date, while last year this volume was 12,900 tons.

The total consumption of natural gas in the country is 517.0 million m³. The gasification work completed this year has achieved high results: in 2025, 100 km of gas pipelines were laid, and 13,530 new consumers were connected. By the end of the year, gas will be supplied to the residential area "Ak-Bosogo" in Bishkek, as well as to the villages of Novopokrovka and Voenno-Antonovka in the Chui region. Next year, gasification of new residential areas is planned: "Ene-Sai," "Archa-Beshik," 69 hectares in Bishkek, and the village of Selektsionny in the Chui region. To provide the population with gas, preferential lending is planned for residents of Bishkek and the Chui region.

Provision of Fuel and Lubricants

Bakyt Torobaev reported that work on providing the country with fuel and lubricants is actively ongoing. All oil depots in the republic have sufficient reserves of fuel and lubricants.

According to him, the authorities, together with oil traders, are negotiating with state institutions and oil refineries in Belarus, Azerbaijan, and Kazakhstan, which ensures the supply of petroleum products to Kyrgyzstan.

The minister emphasized that the process of providing fuel and lubricants is under constant control of the relevant state bodies, and the situation has been stabilized. Additionally, the heads of state and local authorities have been instructed to monitor daily the availability of sufficient reserves of fuel and lubricants and coal for the population and social facilities, as well as to conduct monitoring of prices and quality, ensuring uninterrupted heating and electricity supply. All planned activities must be carried out in full and on time.
