Exceptions apply only to approved state projects
In order to optimize administrative procedures in the management of state property, the Cabinet of Ministers of the Kyrgyz Republic has made adjustments to the rules regarding leasing, economic management, operational management, and gratuitous temporary use of state property.
Now, those who receive state property for gratuitous temporary use are prohibited from transferring their rights to third parties, using the property for purposes other than intended, subleasing it, encumbering it with pledges, contributing it to the authorized capital of legal entities, and other methods.
However, exceptions are provided for state projects that receive approval from the Cabinet of Ministers. In such cases, state property, including real estate and property complexes, may be transferred to third parties on both gratuitous and paid terms.
Failure to comply with the established conditions and restrictions may lead to the early termination of the gratuitous or paid temporary use agreement in accordance with the legislation of the Kyrgyz Republic.
