ORDER OF THE FRUNZE CITY COUNCIL TO THE NEW COMPOSITION
Frunze 1930
1. IN THE AREA OF CITY ECONOMY AND IMPROVEMENT
1. Considering the ongoing housing crisis in the city, recommend, without ceasing work on strengthening housing construction cooperatives as a new form of expanding and strengthening the housing stock, the creation of teams of individual builders.
2. In order to supply the city's population with healthy drinking water, take all measures to complete the construction of the first phase of the water supply and immediately proceed with the expansion of its network, as provided in the second phase plan. In addition, in those areas that will not be covered by the water supply in the near future, arrange a number of wells.
3. Redirect significant budget funds and attention to the improvement of the city, particularly for the construction of sidewalks for homeowners in the city, including state and economic organizations, to develop a standard and mandatory type of sidewalks for them.
4. The newly built covered market at the central bazaar should be used for the trade of food supplies (dairy products, vegetables, and fruits), while other markets should be equipped with stalls, tables, canopies, etc. Pave the central bazaar.
5. Confirm the proposal left unfulfilled by the previous composition of the City Council regarding the arrangement and maintenance of pedestrian and vehicular bridges over rivers and irrigation ditches.
6. Review the social composition of residents occupying apartments in communal houses, as well as in housing rental and housing construction cooperatives, so that all non-working elements are evicted and replaced by workers and employees.
7. Strive to implement the City Council's resolution on rent payments in private houses.
8. Illuminate the outskirts of the city in 1931; likewise, strive for the illumination of workers' housing at the expense of stopping the supply of electricity to non-working elements.
9. Conduct regular monitoring of the condition of irrigation ditches, preventing their degradation, which leads to the formation of stagnant swamps that spread foul odors and disease (corner of Frunze and Shevchenko streets, Tashkent, etc.).
10. Stop the cutting of trees in squares and streets of the city, except for dead and overripe trees, and do not allow this cutting on the territory of individual estates. In case of cutting, plant new trees to replace those cut down, taking all measures to protect young plantings.
11. To carry out comprehensive planning for construction in the city, both along departmental lines, housing cooperatives, and private, as well as municipal, monitor and guide this construction.
12. Conduct systematic management of the work of housing rental cooperatives, ensuring timely and proper provision of apartments to workers and employees, as well as strict compliance with the obligations they have undertaken to the City Council.
13. In order to improve the city, require citizens not to let livestock graze on streets and squares, prohibit livestock from drinking from irrigation ditches, and implement daily street watering.
14. Strengthen police protection of the city, especially the outskirts; prohibit shooting within the city limits from all types of firearms, except in specially designated areas (shooting ranges).
2. IN THE AREA OF PUBLIC HEALTH
1. Bring medical institutions into proper condition, creating conditions that contribute to the speedy recovery of patients, in particular, provide appropriate premises for maternity hospitals, build a kitchen at the city hospital, etc.
2. Improve the quality of the staff serving medical institutions, thereby eliminating rough treatment of patients and facilitating timely assistance to them.
3. Fully provide medical assistance to workers at home and eliminate existing shortcomings, particularly the delay of doctors in visiting patients for several days after being called.
4. Taking into account the overload of existing outpatient clinics in the city, which creates long queues and deprives workers of the opportunity to receive timely medical assistance, instruct the new composition of the City Council to open another outpatient clinic and regulate the work of existing ones.
5. Taking into account the absence of a children's hospital in the city and considering the urgent need for such a medical institution, propose to open a special children's hospital in 1931, at least with one infectious department.
6. Considering that, in the interests of sanitation, the use of hairdressing establishments should be most accessible to the population, instruct to open communal hairdressing salons in places with the highest population density.
7. Build a spacious bathhouse that meets the latest sanitary requirements.
8. In order to eliminate unnecessary and excessive queues, open special stores for selling goods at commercial prices and cease the sale of these goods in all other stores.
5. ON BUDGET WORK
1. In order to increase the city budget, intensify efforts to identify new sources of income and take all measures to fully extract revenues from those in operation.
2. In the process of executing the expenditure part of the city budget, fully utilize the opened credits for their intended purpose (water collection, credits for residential construction). At the same time, strive for further reduction of administrative and managerial expenses.
3. Strengthen measures to involve public self-activity in the provision of cultural and domestic institutions of the city, also attracting funds from economic and public organizations.
