According to the new rules, the import of beef (fresh, chilled, and frozen, CN codes EEU 0201 and 0202) is exempt from customs duties. The validity of the exemption is set until December 31, 2026, with the total volume of supplies not exceeding 5,000 tons. Importers must obtain confirmation from the authorized body, indicating the nomenclature and volumes of the goods. The imported meat can only be used for production at meat processing enterprises, and its export outside the EEU is prohibited.
A similar exemption will apply until the end of 2026 for raw cane sugar (subheading 1701 13 CN EEU), with a volume of up to 20,000 tons. To obtain the exemption, a document from the authorized body of Kyrgyzstan is required, confirming the purpose of the goods and containing information about the importers and processing organizations. The raw sugar can only be processed within the country, and the finished white sugar is not allowed to be exported to other EEU countries.
Also, until December 31, 2026, the import of certain fruits will be exempt from duties: fresh bananas — up to 3,000 tons, mandarins — up to 2,500 tons, table grapes — up to 1,500 tons, oranges — up to 1,000 tons, mangoes and kiwis — 500 tons each.
Annually, until April 30, 2027, there will also be a duty exemption for the import of cocoa butter (CN code EEU 1804000000) with a volume of up to 300 tons.
The Ministry of Agriculture hopes that the implementation of these measures will ensure the stability of supply in the domestic market, support processing enterprises, curb price increases for socially important products, and contribute to the development of the agro-industrial complex of the country.
