For thirty years, Kyrgyzstan has been under a parliamentary system, and according to political scientist Bakyt Baketaev, the country has been lost among factions and commissions. Despite the value of this experience, "the economy remained stagnant, and reforms were not implemented," he noted in a conversation with the editorial team of VB.KG.

Baketaev emphasizes that "the idea of a strong leader has matured in society." This was the reason for the adoption of the presidential constitution in 2021, reflecting the people's desire for stability and development.

Dynamics of Change

The expert noted that today the results of these changes are visible everywhere: new schools and roads are being built in the most remote settlements, hospitals and bridges are being updated. The country's budget has been replenished with billions of soms, the economy is showing growth, and for the first time, Kyrgyzstan ranks first in economic growth rates among CIS countries.

"Work brings results, while inaction only leads to disappointment. The country is actively developing and building," the political scientist summarizes.

The Role of Parliament

Baketaev emphasizes that the new parliament should be filled with responsible and constructive deputies who are capable of not just talking but also acting. "As Confucius said: pointing out a mistake and not helping to correct it is also a mistake," he added. Constructive criticism is important, but attempts to sabotage the work of parliament have no place in politics. People are tired of empty promises and unnecessary disputes," he believes.

On Internal Struggles and Ambitions

According to Baketaev, every person has their internal problems, but when they start to affect the work of parliament, it becomes a serious issue. "Candidates should ask themselves: 'Am I going to parliament for the people or for my own image?' The answer will show who is truly ready to serve society and who is only seeking fame on screen," he noted.

Focus on Realists

The expert believes that now is not the time for unrealistic ideas.

"Some candidates promise non-existent things, such as 'launching rockets into space' or 'banning rain on Thursdays.' We need realists who understand that progress begins with the development of infrastructure, agriculture, and tourism. Those who build factories shape the future, while those who promise miracles create only illusions," Baketaev emphasized.

Parliament as a Platform for Work

Society expects a polite, cultured, and educated approach from deputies.

"No cheap PR, no scandals or shows. Politics is not a stage for actors, but a space for constructive work. As Seneca said: 'The state is a great matter that cannot be approached with a petty soul.' These words resonate particularly strongly," concludes the political scientist.

Conclusions

Baketaev also noted that the new composition of parliament includes quotas for women that cannot be filled by men.

"This is the first time in the global practice of parliamentarism. Let those who come to parliament not be those who crave fame, but those who strive for real change. Not those who want to build a career, but those who are ready to build the country. And then parliament will become a support for development, not an arena for ambitions," he summarized.
