In the official clarification from the Ministry of Energy, the following was stated:
The proposal for unlimited electricity consumption was voiced by the joint-stock company "National Electric Network of Kyrgyzstan" without prior agreements with the Ministry, which caused public outcry.
Sadyr Japarov, the president of the country, noted the inadmissibility of such initiatives in the context of electricity shortages and instructed to cease further work in this direction, calling for ensuring fair access to electricity for all citizens.
In this regard, the Ministry of Energy sent a letter to the Board of Directors of JSC "NESC" requesting measures to be taken regarding the company's management.
The Board of Directors of JSC "NESC," having considered the letter from the Ministry of Energy numbered 08-4/9640 dated November 4, 2025, decided to hold a number of members of the General Directorate accountable:
1. The General Director of JSC "National Electric Network of Kyrgyzstan," I.M. Sydygaliev, was given a "Reprimand";
2. The Deputy General Director for Commercial Affairs, Duysho uulu Ularbek, also received a "Reprimand";
3. The Head of the Electricity Sales Department, I.A. Orozbaev, was relieved of his duties;
4. Due to the electricity shortage and public opinion, JSC "NESC" was instructed to ensure stable electricity supply for the population.
